In the Brazilian state of Mato Grosso, a widely distributed population made it difficult for the Public Ministry (MPMT) to manage judicial processes and serve constituents appropriately. Though communications networks were critical to governance, network security had been a piecemeal effort, leaving remote locations to make do with telephone support.
